The first National Summit on Medical Errors and Patient Safety Research is to be held on September 10-11, 2000, in Washington, DC. The goal of the National Summit is to review the information needs of individuals involved in the process of reducing medical errors and improving patient safety. Most importantly, the summit aims to set a coordinated and usable research agenda for the future, to fill these identified needs. This meeting will offer a groundbreaking opportunity to address the diverse needs of practitioners, policymakers, researchers, and patients, and to create a national focus for enhancing the knowledge base on patient safety.
In response to the Institute of Medicine's (IOM) Report, To Err is Human: Building a Safer Health System, the Quality Interagency Coordination Task Force (QuIC) endorsed the IOM's recommendation for the creation of a national focus to enhance the existing knowledge in the area of patient safety. In particular, the QuIC called for a National Summit on Medical Errors and Patient Safety Research. The Agency for Healthcare Research and Quality (AHRQ), committed to maintaining the momentum of addressing these critical needs, has taken an active role by organizing this summit.
While a number of research activities related to medical errors and patient safety are currently underway in a variety of Federal agencies, these fall short of meeting the information needs of the many policymakers, user groups, researchers, and health care professionals addressing the issue of patient safety.
The QuIC wishes to provide an opportunity for many different groups to be heard on the issue of information needs, as well as contribute to the dialogue concerning necessary and appropriate research. To facilitate this, a steering committee brought together for the summit will be responsible for developing a synthesis of the meeting and formulating the objectives for future research on medical errors and patient safety. The agenda for the summit will focus on the exchange of ideas between the steering committee and panelists who will be selected through an open application process.
Witness Application Process
To facilitate a diverse discussion at the National Summit, the agenda will primarily consist of five to six panels of individuals, selected from different user groups, who represent a broad range of perspectives and diverse research needs regarding patient safety. The format of the meeting will resemble that of a hearing, with short presentations by the selected panelists.
AHRQ is requesting that individuals interested in testifying at the summit contact the Agency through regular mail or E-mail, as indicated in How to Apply/Register. Applicants should detail briefly (one page, single-spaced) their research needs in the areas of medical errors and patient safety, as well as the information they require to translate such findings into practice.
AHRQ will select 15-20 individuals to offer testimony at the summit as members of the witness panels. All confirmed witnesses will be asked to submit a written statement for the record prior to the event (approximately five pages, double-spaced), documenting key issues which they confront with regard to patient safety, as well as questions to be researched. The remainder of the applicants will be invited to submit written statements for the consideration by the steering committee. We will ensure that those selected represent a variety of users of research-based information on errors and patient safety.
In addition, written statements will be requested for submission to the steering committee from those who may wish to contribute from the audience.
